Green Mark 2021 (GM:2021) is Singapore's national green building rating system, administered by the Building and Construction Authority (BCA). Its purpose is to drive the built environment toward better energy performance, lower carbon emissions, smarter operations, and healthier indoor spaces. This guide covers what it is, whether it applies to your project, the rating tiers, the process, and who you need on your team to get certified.

What is Green Mark in Singapore?

BCA Green Mark is Singapore's primary green building certification scheme, first launched in 2005. The current version, GM:2021, restructures the assessment around two categories: Energy Efficiency (mandatory for every project) and a set of optional Sustainability sections that determine the final rating tier. It applies to new developments, existing buildings undergoing major retrofit, and — since November 2025, under the separate Green Mark for Interiors (GMI) scheme — interior fit-out projects.

For developers and project teams, the practical implication is that "mandatory" isn't a single threshold — it scales with building type, size, and ownership. A private office redevelopment above 2,000 m² GFA sits under a different mandatory floor than a GLS residential site, which in turn differs from a public-sector building. Certified buildings in Singapore's CBD have also been shown to command higher rents and occupancy than uncertified comparables, which is part of why a meaningful share of projects outside the mandatory scope still pursue certification voluntarily.

What is the latest BCA Green Mark?

The current standard is GM:2021, 2nd edition, which took effect on 1 June 2024 and superseded the first edition (in force from November 2021 to December 2023). Since November 2025, interior fit-out projects are assessed separately under Green Mark for Interiors (GMI), which consolidated five previous user-centric schemes into a single framework. If your project is a fit-out rather than base-building works, GMI — not the main GM:2021 buildings scheme — is the relevant certification to check.

How does Green Mark relate to the SG Green Plan?

GM:2021 is the primary mechanism behind the Singapore Green Building Masterplan, which supports the wider SG Green Plan 2030. It targets the "80-80-80" goals:

  • Greening 80% of Singapore's buildings by gross floor area (GFA) by 2030

  • 80% of new developments meeting the Super Low Energy (SLE) standard from 2030

  • 80% energy efficiency improvement for best-in-class buildings, measured against 2005 levels

What are the sustainability sections in Green Mark 2021?

Energy Efficiency (EE) is the mandatory foundation for every project. Beyond that, buildings score points across five sustainability sections, each of which can earn a certificate badge if a project scores at least 10 points in that section:

What are the Energy Efficiency pathways under GM:2021?

Energy Efficiency is the only prerequisite in GM:2021, and every project must demonstrate compliance through one of three pathways:

  • Pathway 1 – Energy Use Intensity (EUI). Total building annual energy consumption over gross floor area (kWh/m²/yr), based on energy modelling at design stage, energy calculations and measured data for retrofits, or direct measurement for buildings already in operation.

  • Pathway 2 – Fixed Metrics. A prescriptive route requiring high performance across each key building energy system individually — envelope, air-conditioning, lighting, and other systems must each meet their own benchmark. Any shortfall against the fixed metrics can be offset with onsite renewables, subject to a building-typology multiplication factor.

  • Pathway 3 – Energy Savings. Demonstrated energy savings against a reference model, following BCA's Green Mark Energy Modelling Guideline.


Not every pathway is available to every building type. Offices, hotels, retail, healthcare, and most institutional buildings can use any of the three. Residential buildings are restricted to Fixed Metrics only, and building types like high-tech industrial facilities, workers' dormitories, and places of worship are limited to Fixed Metrics and Energy Savings, with no EUI option. Confirming which pathways apply to a given building type is one of the first technical decisions a project team needs to make, since it shapes what data has to be collected and modelled from the design stage onward — leaving this until later typically means redoing modelling work under time pressure.

What are the BCA Green Mark rating levels?

GM:2021's rating tiers depend on which certification track your project sits under — there is no single "Certified" entry tier that applies across the board.

Full GM:2021 certification (new developments, and existing buildings undergoing major retrofit) has two award tiers:

GM:2021 In-Operation — a separate, simplified track for buildings that were previously Green Mark certified and are recertifying without major retrofit works — has three tiers:

On either track, projects can additionally earn a Super Low Energy (SLE) designation on top of their tier (e.g. "Platinum SLE"), and top performers can go further to Zero Energy (ZE) or Positive Energy (PE). These three sit on a single ladder — each one is a stricter version of the one before it, not a separate scheme:

A practical note on ZE: off-site Renewable Energy Certificate (REC) procurement can be counted toward the renewable energy requirement, but only for ZE projects (not PE), and only where the RECs are generated in Singapore through renewables deployed within Singapore.


SLE can be pursued as a standalone certification, independent of a GoldPLUS/Platinum/Gold rating, for projects where energy performance is the sole focus — or layered on top of a full GM:2021 tier (e.g. "Platinum SLE," "GoldPLUS SLE").


What is the estimated timeframe for the GM2021 certification process?

Timeline depends heavily on project stage and complexity, but the process generally runs through three phases:

  1. Pre-assessment and design review — typically 4 to 6 months for most commercial projects, extending toward 12 months for larger or more technically complex developments. This phase covers pathway selection, energy modelling, and preparing documentation for each sustainability section the project intends to pursue.

  2. Construction-stage verification — BCA and the assessing body track that design intent is being delivered on site, particularly for fixed-metrics compliance, specified materials, and any items flagged as prerequisites during design review.

  3. As-built certification — final verification against completed works, typically aligned with or shortly after Temporary Occupation Permit (TOP) issuance for new buildings.


Projects that engage a consultant early — ideally at concept design stage, rather than after schematic design is locked — generally move through this timeline with fewer resubmissions, since pathway selection and point-scoring strategy can be built into the design rather than retrofitted onto it afterward.

Who is the Green Mark Consultant in Singapore?

BCA does not legally require projects to engage an external Environmental Sustainability Design (ESD) consultant, but in practice it's difficult to secure a high-tier rating without one, and the cost of getting it wrong is higher than the cost of the consultant.

Why engaging a consultant matters in practice:

  • Submission accuracy. GoldPLUS and Platinum both require energy modelling, computational fluid dynamics (CFD) simulations, whole-life carbon calculations, and detailed technical documentation for BCA. Errors or gaps in this documentation are a common cause of submission rejection or requests for resubmission — each cycle adds weeks to a project timeline that's usually already tied to a Temporary Occupation Permit (TOP) date.

  • Sign-off requirement. Reaching GoldPLUS or Platinum typically requires sign-off from a Green Mark Accredited Professional (GMAP). Without one on the project team, this becomes an additional party to source, brief, and coordinate — usually late in the process, when there's least slack in the schedule.

  • Coordination across trades. Green Mark points are earned across mechanical, electrical, architectural, and interior scope simultaneously — energy efficiency sits with M&E, whole-life carbon sits with structural and finishes, health and wellbeing sits with IAQ and lighting. Without someone tracking the point tally across all of these in parallel, it's easy to under-shoot a tier by a handful of points that were achievable but never coordinated.

  • Tier selection risk. Committing to a tier (e.g. GoldPLUS) at tender stage without a realistic technical assessment of what the design can achieve creates downstream risk — either the project falls short and has to scramble for late-stage upgrades, or it over-specifies and pays for performance it didn't need to target.

What is the validity period of GM2021 certification?

A GM:2021 certificate issued on a provisional letter dated after 1 April 2025 is valid for 3 years from the issuance date (or from the Temporary Occupation Permit / Letter of Award for new buildings, whichever is later). Recertification is required at the end of that period to retain certified status — for existing buildings, this typically means demonstrating ongoing energy monitoring and performance data, not just a one-time assessment.

What can projects look forward to at the end of certification?

On successful certification, the project receives an official BCA Green Mark Certificate, a Letter of Clearance, and a physical Green Mark plaque or decal for display on-site — typically installed at the building lobby or another prominent entrance point. The building is also listed in the public BCA Green Mark Directory, which is increasingly used by tenants, investors, and prospective buyers as a due-diligence reference rather than purely a marketing credential. Projects that scored 10 points or more in any of the five sustainability sections also receive a badge recognising that specific area of exemplary performance, which can be referenced separately in marketing materials alongside the overall Green Mark rating.
