Whole Life Carbon Assessment (WLCA) vs. Life Cycle Assessment (LCA): What's the Difference?

"WLCA" and "LCA" get used almost interchangeably in casual conversation across Singapore's construction industry — understandably, since a Whole Life Carbon Assessment (WLCA) is built using life cycle thinking. But they are not the same assessment, they don't answer the same question, and they're relevant to different people in a project. Getting the distinction right matters for scoping the right assessment for the right purpose — and for not paying for one when you actually need the other.
The Core Distinction Between Whole Life Carbon Assessment (WLCA) and Life Cycle Assessment (LCA)
Life Cycle Assessment (LCA) is a methodology defined under ISO 14040 and ISO 14044 that quantifies the environmental impacts of a specific product, material, or service — from raw material extraction through manufacturing, use, and disposal. An LCA can cover multiple environmental impact categories: global warming potential (carbon), acidification, eutrophication, resource depletion, and others, depending on scope. In construction, LCA is most commonly encountered as the technical basis for an Environmental Product Declaration (EPD), verified in accordance with EN 15804 — the standard that governs how construction product EPDs are calculated and reported.
Whole Life Carbon Assessment (WLCA) is a building-level (or interior-fit-out-level) assessment, defined under EN 15978, that aggregates carbon data — much of it sourced from individual product LCAs and EPDs — across an entire building or project's lifecycle. Where an LCA answers "what's the environmental footprint of this specific tile, this specific cement mix, this specific piece of M&E equipment," a WLCA answers "what's the total carbon footprint of this building, across every material, every construction process, and every stage of its operational life."
In short: many individual LCAs feed into one WLCA. A WLCA doesn't replace the need for product-level LCA data — it depends on it.

Developers pursuing BCA Green Mark 2021 certification for a new building or major retrofit
Tenants and fit-out teams pursuing Green Mark for Interiors (GMI) certification for an office, retail, or F&B space
Building owners preparing ESG disclosures or corporate net-zero transition plans that require asset-level (not just product-level) carbon data
A developer generally doesn't need to commission a fresh LCA for every material in their project — they draw on existing EPDs (LCA outputs) already published by manufacturers, and use that data as an input into their own WLCA. Conversely, a manufacturer pursuing green labelling for their cement doesn't need a WLCA — an LCA for their specific product is the relevant and sufficient assessment.
Comparing the Benefits: Financial
LCA-driven benefits are largely about market positioning and specification wins for manufacturers and suppliers:
Green label certifications (built on LCA/EPD data) allows products to be specified into Green Mark and GMI projects, where certified materials directly contribute to certification scoring — a genuine commercial differentiator in tenders.
Verified EPDs reduce the burden of proof in procurement processes that increasingly require sustainability documentation, shortening sales cycles with sustainability-conscious developers and contractors.
WLCA-driven benefits operate at the project and portfolio level:
Supports access to green financing instruments (sustainability-linked loans, green bonds) that require verified building-level carbon data as a lending condition.
Contributes to Green Mark 2021 or GMI certification scores, which in turn can unlock GFA incentives and strengthen asset marketability and valuation.
Gives building owners and CFOs early visibility into embodied carbon cost exposure as Singapore's carbon pricing environment evolves.
Comparing the Benefits: Health & Well-being
LCA's connection to health and well-being is most direct at the material level. Many LCA-adjacent product certifications (including green labels) assess material emissions — volatile organic compounds (VOCs), formaldehyde, and other indoor air quality contaminants — which feed directly into occupant health outcomes. This is precisely why GM:2021 and GMI's Health & Well-being sections reference green-labelled and low-emission materials as scoring criteria: a well-chosen, LCA-verified low-emission material is a genuine contributor to indoor air quality.
WLCA's connection to health and well-being is more indirect. WLCA is primarily a carbon-focused assessment that evaluates the carbon impacts of a project across its life cycle; it does not directly measure occupant health or well-being outcomes. However, some design and material decisions considered in a WLCA—such as material selection, reuse and retrofit strategies—may also have implications for occupant health and comfort. These are potential areas of overlap rather than direct outcomes measured by the WLCA itself. Under Green Mark, Whole Life Carbon (Cn) and Health & Wellbeing (Hw) remain separate assessment sections, with Cn focused on carbon impacts and Hw addressing factors that contribute to healthier and more comfortable environments for building users.

LCA supports Singapore's product- and material-level sustainability push:
Ecolabelling bodies may ask for LCA/EPD data to certify products used across Green Mark and GMI projects.
Supports the broader direction of Singapore's Zero Waste Masterplan and circular economy agenda — verified material-level LCA data makes it easier to assess a product's recyclability, recovery potential, and end-of-life impact, which is relevant to circular economy decision-making even though the Masterplan itself is not an LCA-specific scheme.
WLCA supports Singapore's building- and portfolio-level sustainability push:
Directly contributes to the Singapore Green Building Masterplan's 80%-by-2030 target for green buildings.
Aligns with the Singapore Green Plan 2030's built-environment pillar.

Why the Two Work Together, Not Instead of Each Other
The most effective sustainability strategy for a Singapore project doesn't choose between LCA and WLCA — it uses both, at the right level:
Material selection stage: Specify products backed by verified LCAs/EPDs (ideally green label certified) to ensure the inputs to your project are genuinely low-carbon and low-emission.
Project-level reporting stage: Aggregate that material-level data, along with construction and operational data, into a full Whole Life Carbon Assessment (WLCA) that satisfies BCA Green Mark 2021 or GMI scoring criteria and gives you defensible, project-level carbon figures.
Confusing the two — for instance, assuming a handful of green-certified products alone constitutes a completed WLCA — can lead to incomplete certification submissions or gaps in your carbon reporting story.
